Starting December 1, 2024, Work permits merge with social security cards. Foreign teachers in China will no longer receive the physical blue work permit card. What’s Changing?
The Chinese government has decided to stop issuing the physical work permit card. Instead, your work permit details will be loaded into your social security card—whether that’s the physical card you already have or the new digital version. The decision to merge work permits with social security cards will streamline processes for expats in China.

Valid Permits? No Hurry to Update
If you already have a valid work permit, you won’t need to take any immediate action. Your current permit will remain valid until it’s time to renew or update your information. When that happens, you’ll transition to the new system and start using your social security card (or the new e-social security card app) to access your work permit info.
Getting the Digital Card

The new system will require you to download the E-social security card app. Once downloaded, you’ll register with your name and work permit number and receive a digital card that holds your work permit details. If you’ve already paid into the Social Security system, you’ll be able to activate full benefits. If not, you’ll still be able to access your work permit info via the digital card.
System Downtime and What You Need to Do
Be aware that the work permit system will be down from 6:00 PM on November 29 to 6:00 PM on December 1, 2024. During this time, you won’t be able to access any work permit services. It’s a good idea to take care of any work permit updates or renewals before the system goes offline.
